The GPR is defined as the ratings which balance both sides of the formula: Games*GPR = 100(Wins-Losses) + Total Opponent GPR where the only games counted are those where the winner's rating is no more than 100 over the loser's rating. This only defines the GPR within an overall shift of the ratings scale, which is fixed by setting the college football average GPR, and up to widening shifts between any two groups A and B with the properties that (a) All teams are in A or B (b) Teams in A are undefeated against those in B. To fix this, the GPR is defined as the ratings which minimize the spread between the best and worst.
